If you’re planning to buy a home in Incline Village and rent it out as a short-term rental, you’ll want the real, no-nonsense breakdown of how Washoe County’s STR permit system works. Incline Village is one of the easier areas for STR permitting anywhere around Lake Tahoe, but understanding the rules up front is the difference between a smooth investment and a surprise headache.

This guide is built specifically for Incline Village home buyers, investors, and second homeowners who want to operate legally and successfully under Washoe County’s short-term rental regulations.

 

 

DO YOU NEED AN STR PERMIT IN INCLINE VILLAGE?

Yes. If you plan to rent your property for 28 days or fewer, you must have an active STR permit issued by Washoe County.

The county requires:

  • a full application

  • fire and life-safety inspections

  • verified parking

  • a 24/7 local contact

  • annual renewals

  • ongoing compliance with occupancy, noise, and trash rules

Incline Village STRs fall under Washoe County Code.

 

 

KEY RULE MOST BUYERS MISS:

STR Guests Cannot Use IVGID Private Beaches

This is a big one and it’s often misunderstood.

Short-term rental guests do not have access to Incline Village’s private IVGID beaches.
They cannot:

  • use your beach passes

  • buy day passes

  • access the beaches as “renters”

IVGID beaches are restricted to property owners and tenants with long-term leases — not overnight visitors.

As you plan your rental strategy, keep this in mind. Some buyers choose to highlight different amenities instead (hiking, skiing, recreation center access, Sand Harbor, etc.), while some compare other Tahoe towns where public beaches are accessible to guests.

 

 

WAHOE COUNTY STR REQUIREMENTS FOR INCLINE VILLAGE

Here’s the simplified version of what you need to operate legally:

 

✔ Parking Requirements

Washoe County requires one legal parking space per 4 occupants, fully on your property, and paved.

 

✔ Fire & Life-Safety Requirements

All properties must pass a county building inspection. Expect checks for:

  • interconnected smoke and carbon monoxide detectors

  • proper exit routes

  • clearly posted evacuation diagrams

  • safe decks and railings

  • adequate fire extinguishers

 

✔ 24/7 Responsible Local Contact

You must designate someone who can respond to complaints within 30 minutes.
This person must be listed on your permit.

 

✔ Insurance & Licensing

You’ll need:

  • liability insurance

  • transient lodging tax registration obtained through the RSCVA

 

✔ HOA Rules (Very Important)

Some Incline HOAs prohibit STRs entirely.
Before you make an offer on a home, we should confirm the CC&Rs.

 

 

INSPECTIONS & TIMELINE

  1. Submit your application through Washoe County’s OneNV portal

  2. County reviews your documents

  3. Schedule your building/life-safety inspection

  4. Fire district inspections if required

  5. Correct any issues

  6. Receive your STR permit

  7. Renew annually

The county is strict about documentation and consistency — a clean application moves much faster.

 

 

OCCUPANCY RULES

Occupancy limits are based on:

  • verified bedroom count

  • parking capacity

  • life-safety compliance

If the home doesn’t meet safety or parking requirements, your occupancy allowance will reflect that.

 

 

INCLINE VILLAGE VS. OTHER TAHOE TOWNS

STR Rules Vary Dramatically Around the Lake

This is where many buyers get confused.

Incline Village (Washoe County)

  • no lottery

  • detailed inspections

  • firm parking rules

  • no guest access to IVGID beaches

Placer County (Kings Beach, Tahoe City, Tahoe Vista)

  • STR caps

  • waitlists

  • much stricter fire requirements

Truckee

  • No STR’s in city limits, only near resorts like Northstar.

South Lake Tahoe (City limits) & El Dorado County

  • 150 buffer zone within city limits and 500ft buffer within the county

Douglas County (Nevada side of South Lake)

  • Caps in each neighborhood make it difficult to search and find an adequate property.
